We had a problem where the file system on our vCloud Cell had gone into a read only state.
Everything in OnApp said the connectivity to vCloud was all OK, but when a customer tried to power down a machine we got this error
System Error ('Connection refused - connect(2) for "SERVER IP" port 443')
I am not sure what tests OnApp is running to check the connectivity status. Pings were probably OK, but not a lot else would have been responding.
Maybe scope to improve the connectivity check so that that status can be correctly reported
