Backups should be reliable and always execute as soon as practically possible on schedule, it should not matter if the previous task failed.
When a backup fails for any reason (such as a transient backup server issue), it stays in the database with built=0. This prevents a new task from being created and no further backups on that schedule (e.g. daily, weekly, monthly) are run, ever.
There is no easy way to check for this, and it stops the backup schedule from ever running again. This is a serious issue as we should expect backups are reliable and the user or admin may be unaware they are no longer running and get caught at the worst time.
