I would like to have the option to be able to turn of the billing for RAM resources for VMs that are turned off. This in order to let customers have development platforms without any other costs than disk usage (backup, primary disk, swap, templates). Once a VM of such nature is turned on again it will be started on a hypervisor with enough free RAM.
It would then be up to the provider of the OnApp platform to have enough RAM to cover turned off VMs in case all is turned on at the same time.
Currently we have to take charge for idle RAM (turned of VMs) since they still allocate the RAM on the hypervisor.
